X10 DLC no passenger get on the bus

Although I set the timetable and IBIS code correctly, no passenger get on the bus in route X10 tour 3.

When I use the AFR4 or ALMEX to enter it( 510 00 03), the machines required me to enter RRR for confirming the route, but still no passenger get on the bus.

Is that my code it incorrect or I have to do something to solve the problem?

Which route did you enter at RRR? Is it the correct one according to 'IBIS Routes.pdf' in the Addons folder?

I entered 003 for route X10 tour 3 according to the IBIS Routes.pdf

I confirmed all steps in Atron/AFR4 (Entering the code) ,tThe matrix shows "X10 Teltow Rammrath-Brücke"
But all passengers don't move.
