I have already read the manual and saved it in the specified DDS format. But the windows remain black.
I tried another option, but fundamentally I don't understand what the manual is trying to say.
What does "visibility of 1" mean? Is that Paint .net settings or what?

You must set the transparency of the layer to 0 (or 1). This is in the layer properties (press F4)
