In order for passengers to enter the bus, it is necessary that the terminus you set has exactly the same name as defined in the trip file, you can easily check that in game with the "red line" (Press Shift + Z multiple times until you see "Terminus"). That is, what your passengers are seeing. Then compare it with the terminus that shows up in the window where you activate your schedule. Those should be identical.
